Pricing and scope boundaries

Billing milestones. 40% on agreement, 40% before full document coordination, and 20% before submittal-ready delivery or first submission, as defined in the proposal.
Payment boundary. Payment follows agreed work and deliverables—not permit approval or issuance.
Fees by others. Agency, school, utility, and third-party consultant fees are separate unless included in writing.
Managed support amendment. The minor amendment round excludes material changes to unit size, use, structure, or consultant scope.
Scope changes. Added alternatives, meetings, revisions, correction rounds, redesign, or restart work require a written change order.
